Abdelkawi Khalifa is currently Professor of Irrigation and Hydraulics at the Faculty of Engineering, Ain Shams University. He was the Former Minister of Water & Wastewater Utilities (2012-2013), Governor of Cairo (2011-2012) and Chairman of the Holding Company for Water & Wastewater (2004-2011).
Professor Khalifa is an international water leader with 50 years of local, regional and international experience in the field of civil engineering, water management projects with intensive practices in irrigation designs, drainage systems, domestic water supply, sewerage networks and treatment plants, water resource management, desalination projects, water budget study, and harbor and coastal engineering. He is highly experienced in the field of ground and surface hydrology as well as environmental engineering.
As an academic Professor Khalifa designed and taught many courses related to irrigation, drainage, hydrology, coastal engineering, environmental engineering, water resources and construction management. He has number of published papers in international journals and conferences in the field of water resources and hydraulics. He also has a vast experience with international organizations and donors in many projects.
Professor Khalifa currently owns a private consulting firm (Khalifa Consulting Engineers KCE), which has been operating locally and regionally since 1996 in all engineering disciplines especially in the field of public works, irrigation and hydraulics (such as designing and preparing tender documents of Saint Catherine’s project against flash floods, designing a dam and an irrigation system for an area of 7500 acres in Albania, designing new quays / jetties for recreational / touristic boats in Luxor, designing a water supply network and a water purification plant in Beheira Governorate and designing wastewater collection networks, pumping stations and treatment plants for villages and cities in Egypt.
Professor Khalifa received his BSc. with Honors in Civil Engineering (1969), Ain Shams University – Egypt, MSc. in Water Resources (1973), Ain Shams University – Egypt, MSc. in Petroleum Engineering (1976), University of Pittsburgh – USA and PhD. in Civil Engineering (1980), University of Windsor – Canada.
